The Capitol in Rome was the venue for the 22nd FIFA Congress in 1934, to which President Jules Rimet welcomed delegates from 27 countries. The second FIFA World Cup™ was fast approaching and recently introduced measures crucial to FIFA’s future were on the agenda at the Congress in Rome.

In 1932, the Congress had decided to relocate FIFA’s headquarters from Amsterdam to Zurich and establish a permanent secretariat in Switzerland. Ivo Schricker was the first person to hold the office of general secretary. In his financial report to the 1934 Congress, Schricker describes the search for suitable offices in Zurich and details the costs incurred.
